what could stop two ceiling fans speeds from working?

i have a 15 year old hampton bay ceiling fan. two weeks ago the low and middle speed stopped working- only the high speed works.
i assumed this was related to the speed control switch and replaced it with a similar switch (3 speed, 4 wire). however, after installing the new switch i was surprised to see the same problem. the high speed is still the only working speed. the other speeds act as if they're off.

any help would be greatly appreciated!

sounds like you may have a short in one of the wires from the switch to the fan check all wires for abnormal twists bends pinches or burn spots
