According to my wife, paint it with a kilz, oil based, and after it is dry repaint with a second coat of ceiling paint.

The best way to paint any popcorn or heavy textured ceiling is to spray it. The amount of pressure needed to apply paint with a roller tends to peel it off. Just make sure everything is masked off.
