my ceiling has pits in the paper

my house was built in the 50's. the ceiling has little pits in different places. some are big patches and some of the ceiling is flat. it's like it is in the paper. when you paint over it it looks patchy. what could cause this?

this might be caused by the ceiling itself. since there might be some parts of the ceiling that are basically uneven. what you can do is to level the ceiling first and then do the painting again.
