Metal ceiling in celler that needs to be insulated and painted

I have a wine cellar under my cement porch that has a metal ceiling that is very rough and drips with condensation. I want to finish the ceiling and add insulation and have read about paints and foams but wondered if anyone had tackled this problem before and has a recomendation.
