What type of paint should I use to do ceiling tiles?

I have been given ceiling tiles to paint for a local Children's Hospital. The paint needs to fire-retarded. I want to use bright colors. What is the best type of paint? Do I have use a sealer on the tiles? Children are going to be painting the tiles. Should a roller be used or can they use brushes? Any help you can give me will be greatly appreciated.
