how to repair ceiling


My ceilings downstairs are the original floorboard. They have been painted off & on for 45 years. They keep peeling. Last time I scraped the ceiling but now it is coming through even worse. What can I do? I also have beams, the orginal ones. Can I cover the ceiling with something? I can't close in the beams
as it will make the rooms much shorter. We did so upstairs as the ceilings are much higher. Thanks for your help. I reallly wqant to fix this problem.

PS I even used a primer last time.

cut plasterboard to size and fix between beams-you can then paper and paint with no more problems
