cement roof cement celling covered with insulation boards and sprayed with pop corn

I have a cement home with cement roof. Inside the cellings were covered with insulation boards, I'm thinking glued, and then sprayed with popcorn.
Can I screw in celling tiles with long cement screws to insure good contact? Do you think I should remove popcorn and attach 1 by 4 treated wood spaced and lay in new insulation boards and then attach celling tiles?
