what is a quick and inexpensive way 2 prime a ceiling before painting

I have been told that u can sponge pet milk or carnation evaporated milk on the ceiling or walls before painting and it will keep nicotine and such from bleeding thru with only one coat. Have u ever heard of this, and if so does it work or have u heard of anything else so simple that has worked?
